Secure access to data for legal customers

History

The current system was built for bailiffs in order to provide a secure access for councils to review current state of affairs of their debtors. The original data is hosted by an in-house proprietary system.

In order to cut time of enquiries clients (councils) can now remotely access the data and view records in exactly the same way as the proprietary system is displaying them on the internal terminals. All screens are mimicking layout and styling.

The legal company is still using their existing system for internal purposes. The new system is only for councils’ access and view, achieving 2 goals:

  1. councils quickly obtain information on current debtors and status of affairs;
  2. legal company free itself from spending time creating reports.

The system administrator (at a push of a button) exports data to the new system / updates the online system when necessary.

Our application has a built-in converter that reads the data from proprietary format and converts them into SQL database.

The database has a list of users (councils) with their usernames/passwords for authorised access.

The current system was built in order to provide secure access for the authorised users to the debtors data over the Internet, in “read only” mode. The general structure of the system is presented on the diagram (see top image).

Our proposal

Throught the the experience of being envolved into such project not only have we successfully married a propriatery database with SQL, but also learnt and familiarised ourselves with processes and terminology of a legal company dealing debtors and debt collection. The new system has a web-interface as follows:

  • Login screen.
  • Case catalogue.
  • Search and filter facility:
    • By warrant date;
    • By name of debtor;
    • By area (ward);
    • By value of debt (from/to);
    • By attachment/arrestment. (Options: show all, show with attachment, show with arrestment, both, none);
    • By property/reference;
  • Set of pre-configured reports as follows (based on feedback from councils):
    • Missed payments.
    • Actions to date.
    • Letters to date.
    • Attachments to date.
  • Clicking on each line (debtor case) on the screen will open a detailed record for the selected case. The layout mimics screens of the current system, but will have full clear captions, titles for each field (the current system has abbreviated captions).
  • The new system has been installed on the existing clients (bailiffs) existing server.
